The Netherlands Agricultural Attaché Network (LAN) at the Embassy of the Kingdom of the Netherlands in Pretoria, South Africa is seeking an Agricultural Support Officer for a full-time position of 37.5 hours per week

The Ministry of Agriculture, Nature and Food Quality (LNV) is represented by the Economics Department at Dutch embassies and consulates general around the world. The economic departments promote trade (sometimes also supported by the Dutch Business Support Offices “NBSO”), market access, policy making and cooperation in the fields of agriculture (Agricultural Attaché Network “LAN”), innovation (Innovation Attaché Network “IAN”) and attracting foreign investment to the Netherlands (Netherlands Foreign Investment Agency “NFIA”).

The LAN network has 60 offices in 80 countries. Through this LAN network, the Ministry of LNV strengthens and contributes to the international position of the Netherlands in these countries.

The LAN network represents the Ministry of LNV in the areas of agriculture and nature in the operational area and for this purpose maintains intensive contacts with the local authorities, Dutch and local companies and civil society organisations. You make a significant contribution to strengthening the international position of the Netherlands in the fields of agriculture and nature through:

  • political support in terms of the main department of the LNV;
  • Providing business services to the Dutch agribusiness sector;
  • bilateral and multilateral cooperation.

Much of the time is spent promoting trade, attracting investment and negotiating market access for Dutch agricultural products with the authorities in the representative country. In addition, the agricultural network makes a contribution to strengthening food security in certain countries.

The LAN network takes a proactive approach, looking for opportunities for the Dutch agribusiness and making direct contact with the relevant stakeholders via newsletters, www.agroreportenbuitenland.nl, social media and the embassy’s website.

Tasks and responsibilities:

  • Reports directly to the Agricultural Adviser, who has ultimate responsibility and is responsible for policy support to the LAN;
  • Gives form and direction to individual and team activities within a given framework. This includes planning, tracking and monitoring activities, schedules and progress;
  • Conducts administrative requests from the team by adhering to the Department’s administrative and procedural rules, regulations and working arrangements;
  • Prepare information for management and provide analysis and recommendations upon request. processes and organizes data and manages and maintains it digitally or on paper;
  • Prepares trade delegations, incoming missions and creates programs for trade delegations and visitors;
  • Handling trade inquiries from the Dutch agricultural industry;
  • Ensures that accounting records are accurate and well coordinated; is responsible for budget management within the LAN, prepares interim reports and is responsible for the financial part of the LAN’s activity plan;
  • Drafting of contracts for contractors of major events and/or development cooperation projects;
  • Coordinates the management of the contact and communication database (Achilles) within the LAN;
  • Writes articles for the agricultural website (www.agroberichtenbuitenland.nl (ABB)) to provide visibility about ongoing initiatives within the LAN network;
  • Designs, manages and coordinates the LAN part of the digital “cooperation room” for archives and documents.

Actual duties and competencies

  • Handles the administrative and financial aspects of the LAN team’s activities and reports regularly to the Homebase LAN at the Netherlands Enterprise Agency (RVO) and contributes to the LAN-Pretoria annual plans and reports;
  • Works closely as a team with the other colleagues in the thematic teams of the Embassy in Pretoria (ie Team Climate Change, Innovation, Smart Cities and other sectoral areas) and serves as the contact point for external relations;
  • Actively uses network contacts and independently expands this network and keeps the base of the LAN contact database up to date like Achilles;
  • Provides assistance in the preparation and organization of official visits, trade and regional missions, lectures, seminars, workshops, trade fair activities, networking events and other activities;
  • Gathers and manages relevant market and industry information and shares calendar of agricultural exhibitions and events to inform (via ABB) and support the Dutch agro food chain;
  • Supports the process of preparing presentations and compiling information dossiers;
  • Gathers relevant and accurate information/data and communicates with relevant networks including but not limited to the Dutch private sector and within the LAN network;
  • Creates visibility of the team’s activities and shares relevant information via social media.

knowledge and skills

level of education: At least completed university education in one of the following fields: agricultural economics, social sciences and/or communication;

Experience level: 3-4 years of relevant experience required;

knowledgedge

  • Good oral and written command of mother tongue and English;
  • A command of Dutch language and culture is appreciated;
  • Knowledge and experience with HTML documents;

work environment

The LAN network falls within the organizational structure of the embassy. The Agricultural Adviser is the overall leader of the LAN team, which consists of an Agricultural Adviser, an Agricultural Officer and a Management Support Officer. There is close collaboration with other departments within the embassy (e.g. thematic teams focusing on climate change, innovation and smart cities). The Agricultural Network is responsible for agribusiness and nature issues.

Conditions of Employment

The appointment is made on the basis of a local contract in accordance with the LESC rules and regulations of the Dutch Ministry of Foreign Affairs. The contract is limited to a period of 1 year with the possibility of extension. The successful candidate is expected to start work on November 1, 2022. The salary scale depends on the candidate’s education and experience.
