Almawave S p A : Artificial intelligence to support the Tanzanian judicial system

The Italian company was chosen to automate transcriptions and translations between Swahili and English for court hearings in the African country. The framework agreement has a term of four years. The first twelve months of the contract amount to 1.1 million euros.

Rome, June 13th, 2022 – The judiciary of the Republic of Tanzania has entrusted Almawave, a leading Italian artificial intelligence (AI), natural language analysis and big data solutions company, with the automatic transcription and translation of court sessions in the country’s main cities . The company is listed on the Euronext Growth Milan Market (Ticker: AIW) and is part of the Almaviva Group.

The overall program of the African institution is known as citizen-centricJudicial modernization and provision of judicial services and is funded by the World Bank through the International Development Association (IDA) for investments in the justice system to improve the efficiency of courts and modernize their administration towards e-justice and is part of a larger fund worth 155 million USD .

The proprietary speech recognition technologies of PerVoice, an Almawave group company already operating in around 35 languages, are developed in Swahili and used to automate the transcription of court proceedings – either in Swahili or English – which are automatically translated into the other language . Until now, this work has been done manually, which inevitably led to errors and problems that often led to litigation and delays. Systems based on artificial intelligence eliminate errors and can be checked by dedicated employees before the creation of official documents.

Almawave’s Transcription and Translation Application System for Judiciary of Tanzania project will initially be rolled out in 50 courtrooms of the country’s 169 courts, but will expand to additional locations and locations over the course of the four-year term of the framework agreement. The total value of the agreement can exceed 3 million euros.

Valeria Sandei, Managing Director of Almawave: “This is an initiative that makes me very happy. It underlines the unique character of the company, capable of contributing to the modernization processes and competing at international level, in line with the strategy we have set. Almawave has proven to have a wealth of capabilities capable of a top-classOrganization – in the judiciary of Tanzania – which is of crucial importance for the development of the country and works to make the litigation in the judiciary more efficient, faster, more transparent and more sustainable. Our vertical knowledge of the public sector and the quality of our speech AI technology in Swahili and English – especially in this complex application area – were crucial to differentiate us from others. The project should have a significant human-centricImpact through the use of AI technology and is also very much in line with the Digital Agenda 2030, which guides our work further.”

The Italian ambassador in Dar es Salaam, Marco Lombardi, welcomed the initiative: “I am very happy with this project, which has strong support from Italy and which will both strengthen bilateral relations with Tanzania and benefit economic growth and job creation in Italy.”

The partnership was supported by Confindustria Assafrica & Mediterranean, which supports member companies in their expansion into Africa and the Middle East.

Massimo Dal Checco, the president of the association, emphasizes: Almawave’s project is part of a broader framework aimed at improving the efficiency of the governance systems of African public bodies, in which the technological know-how of Italian companies can play a leading role. The modernization of the judiciary, thanks to digitization and artificial intelligence, means that standards of efficiency and reliability can be achieved that benefit all parties involved and help to improve the business climate in each country. Confindustria Assafrica & Mediterraneo supported Almawave in this project. We are therefore very satisfied with the goal achieved through careful networking and the synergies created between different institutional actors – mainly the Embassy of Italy in Dar Es Salam and the Embassy of Tanzania in Italy. Almawave’s project is a leading representative of excellence “Made in Italy” which, thanks to its “tailor-made” approach, can be replicated in other countries.

During the first 3 months of the contract, Almawave will develop all the technologies to set up its artificial intelligence systems. It will then refine its algorithms based on the different pronunciations, accents, cadences, and dialects specific to the Swahili language. Transcriptions and translations can then begin.
